The Providence Housing Authority (PHA) established a Procurement Policy in order to create fair and equitable treatment of all persons or firms involved in supplying materials, equipment and services to the PHA including but not limited to construction, design and consulting.

The PHA procurement staff help navigate policies and procedures that guide the agency in the procurement of material, supplies, equipment, and services, including construction projects, and provide staff with sufficient guidance to make prudent, reasonable and efficient procurement decisions at the most favorable prices.

Section 3 Hiring

HUD asks groups who receive certain HUD financial assistance, such as housing authorities, to provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons. While the PHA provides a preference to Section 3 applicants for employment and procurement, you will not receive contracts by simply being listed in the HUD Section 3 Business Registry database or self-certifying for the program. You would still need to demonstrate that you are responsible and have the ability to meet the terms and conditions of proposed contracts.
