Public Housing Frequently Asked Questions

1. How does the PHA calculate my rent amount?

The PHA calculates your monthly rent by multiplying your annual household income minus allowable deductions by 30% and dividing that number by 12. Tenants living in Dexter II and Scattered site apartments have their rent reduced by a utility allowance since they are responsible for paying certain utilities.

2. I have lost a job or stopped receiving a benefit. Do I need to report this to the PHA?

Yes, contact your Property Management Office right away so that your rental amount can be adjusted to reflect your decreased income.

3. I have started working or have received an increase in income. Do I have to report this to PHA

Yes, your lease requires that you report any increases in income within 10 days of receiving the increased income.

4. Do I have to report changes in my household size to PHA

Yes, your lease requires you to report any changes in your household, such as the birth of a child or a child or other family member moving out of your unit. You must submit a request to add a person to your lease. If the addition of that person does not cause overcrowding in your unit, the PHA will screen that person for eligibility for public housing. The person cannot live in your unit until PHA has approved the person’s eligibility and formally added the person to your lease.

5. I have a member of my family coming for a visit. Is there a limit on the time a guest can stay in my apartment?

Under the terms of your lease, prior written permission from PHA is required for all overnight guests or visitors who are staying three (3) days or more. Guest(s) shall not exceed fourteen (14) cumulative calendar days during any 12-month period. Guest(s) may not stay with Tenant more than seven (7) consecutive days at any time

6. I have been a victim of domestic violence. How can the Housing Authority help me to keep safe?

The PHA has appointed VAWA Coordinators who provide an explanation of your rights and how PHA can be of assistance. For Public Housing residents, the VAWA Coordinator is Jacqueline Martinez and she can be reached at (401) 709-1303. If you are in immediate danger, call 9-1-1 immediately.

7. What kind of paperwork do I have to include with my annual recertification form?

PHA requires that the head of household complete a recertification form, along with written verification of all sources of family income and assets , as well as written verification of any deductions a tenant wishes PHA to consider. All members of the household 18 or over are required to sign the recertification form.

8. How do I add another person to my lease?

You must file a Request to Add a Member to Your Lease Form. The form must be accompanied by written verification of that person’s income and assets, as well as written verification of any deductions for which that person might be eligible. Persons who wish to be added to a lease undergo the same screening as any other applicant for public housing and must provide information about their landlord history and are subject to a criminal background check. It is important to remember that a tenant cannot allow a person to live in a unit until the PHA formally approves the request to add that person to the lease.

9. If a member of my household has a disability and needs special considerations to live in our unit, how do I ask the PHA for help?

You may at any time during your residency request reasonable accommodations for the disability/disabilities of a household member, including reasonable accommodations so that the Tenant can meet lease requirements or other requirements of residency. You must provide proper medical documentation of the need for the requested reasonable accommodation. Contact your Property Management Office to discuss your household member’s needs and request a Reasonable Accommodation form.

10. Does PHA allow pets in public housing?

All tenants and applicants must request permission and be approved by the PHA to have a common household pet in a public housing dwelling unit. They are also required to register their pets and enter into a pet agreement with the PHA utilizing the process as described in the PHA’s Pet Policy. A common household pet is defined as a domesticated animal, such as a dog, cat, bird, and fish, that is traditionally kept in the home for pleasure rather than for commercial purposes. No other pets are allowed on PHA property. Dangerous or exotic animals, including dangerous dogs are not "common household pets" and are not allowable pets under the PHA pet policy. Dangerous dogs include, Pit Bulls (aka American Staffordshire Terriers, Staffordshire Bull Terriers or American Pit Bull Terriers), Bull Terriers, Bull Mastiffs, Doberman Pinschers, Rotweillers, Chow Chows and Rhodesian Ridgebacks. 11. I have a vehicle; can I park it on PHA property

PHA provides parking for residents as a courtesy. In order to park a vehicle on PHA property, the resident must be a licensed driver and the vehicle must be registered in the resident’s name, be insured, bear a valid state inspection sticker, and display a valid PHA resident sticker. Residents wishing to obtain a resident parking sticker must present a valid license, proof of ownership, registration, and insurance to the Property Management Office. Residents must park in marked parking spaces and not block trash receptacle or fire lanes.

12. I need help finding social services for my family. Can PHA help?

Yes, the PHA’s Resident Services Department provides a wide range of services for residents through its own staff and through referrals to other organizations. PHA’s Resident Services Department has assigned Resident Service Coordinators (RSCs) for each of its developments. RSCs are available to help in accessing available services and programs.
