The Providence Housing Authority (PHA) acknowledges the crucial role of private sector businesses in delivering essential goods and services to residents within its public housing developments and the Section 8 Leased Housing Program across the city. As part of its commitment to transparency and efficiency, PHA is dedicated to ensuring that all procurement transactions are conducted with full and open competition as a guiding principle.

The PHA has implemented a Procurement Policy to ensure fair and equitable treatment of all individuals or firms involved in supplying materials, equipment and services to the PHA, encompassing areas such as construction, design, and consulting, among others.

The procurement staff at PHA play a crucial role in navigating the policies and procedures that govern the Authority’s procurement of materials, supplies, and services (including construction). They provide Authority’s staff with comprehensive guidance to make prudent, reasonable, and efficient procurement decisions, ensuring the acquisition of goods and services at the most favorable prices for the PHA, consistent with the quality required, and in compliance with all applicable laws, rules and regulations, and the policies and procedures of the Authority.

Section 3 Hiring

HUD asks groups who receive certain HUD financial assistance, such as housing authorities, to provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons. While the PHA provides a preference to Section 3 applicants for employment and procurement, you will not receive contracts by simply being listed in the HUD Section 3 Business Registry database or self-certifying for the program. You would still need to demonstrate that you are responsible and have the ability to meet the terms and conditions of proposed contracts.
