Proposed Changes to PHA Plans Posted for Public Comment

On August 31, 2021, PHA has temporarily implemented changes to its Admissions and Continued Occupancy Plan (ACOP) for Public Housing and its Administrative Plan for the Section 8 program. These changes may be made administratively under the HUD COVID Waiver notice PIH Notice 2021-14, so long as the changes are approved by the Board of Commissioners by December 31, 2021 if they will last beyond that date. The agency is inviting comments from the public until October 15, 2021 and will suggest any further changes to its Board of Commissioners for final approval based on consideration of comments received.

The provisional changes, which the PHA intends to make permanent pending review of comments and final approval by the Board of Commissioners, are as follows:

Public Housing ACOP: The PHA has developed a change to page 6-47 of its ACOP which would allow the agency to exclude income received by residents from the City of Providence’s Guaranteed Income Program from rent calculations. The entire existing ACOP is on PHA’s plans page for review and the proposed edit is posted below.

Section 8 Admin Plan – The PHA has developed a new chapter to be added to its Admin Plan that governs the Emergency Housing Voucher (EHV) program. This chapter is called a “Temporary Policy Supplement” as PHA anticipates this chapter will expire on October 1, 2023 after the scheduled end of the EHV program. The existing Section 8 Admin Plan excluding this update is available on PHA’s plans page for review and the proposed addition is posted below.

In this policy supplement, sections under a heading of PHA Policy indicate where there is a discretionary policy decision- all other sections of the plan simply show regulations for the program.
