The Providence Housing Authority (PHA) recognizes the vital contribution of private sector businesses that provide essential goods and services to residents in its public housing developments and the Section 8 Leased Housing Program throughout the city. In line with its dedication to transparency and efficiency, the PHA is committed to ensuring that all procurement transactions are guided by the principles of fair and open competition.

Fair and Equitable Procurement Policy

To promote fair and equitable treatment the PHA is required to follow HUD, State, and local guidelines, in addition to our own established Procurement Policy. These policies provide frameworks for methods, evaluation, and other regulatory requirements like Davis-Bacon wages and Section 3 along with Minority/Woman-Owned Disadvantaged Business Enterprise (WMDBE) goals. Our Procurement Policy covers all areas of purchasing, including construction, architectural design, IT equipment, building materials, and consulting services, to name a few.

Role of Procurement Staff

The procurement team at PHA play a key role in navigating the policies and procedures that govern the Authority. They offer comprehensive guidance and customer service to the Authority's staff to facilitate prudent, reasonable, and efficient procurement decisions. This ensures that goods and services are cost effective while maintaining quality and adhering to all applicable Procurement policies and procedures.

Section 3 Hiring

HUD requires recipients of federal housing funds, like Public Housing Authorities, to provide job training and employment opportunities for low-income and very low-income individuals. This area focuses on the Section 3 “business,” with an emphasis on construction/rehab projects over specific funding thresholds. These policies aim to build local economic development.
