About Us

The Providence Housing Authority (PHA) provides and develops safe, quality, and affordable housing opportunities for residents throughout Rhode Island. We are committed to the core values of excellence, accountability, innovation, respect, and equity in all that we do.

Today, PHA serves more than 12,000 residents in the City of Providence. We manage:
  • 2,606 public housing units—home to approximately 5,613 residents—making us one of the largest landlords in the state. These units are designated across elderly/disabled, family, and scattered site developments.
  • Over 2,700 Section 8 vouchers (tenant-based and project-based), enabling low-income families to rent in the private market.

In addition to housing, PHA offers a wide range of supportive services designed to help residents and voucher participants achieve their goals in areas such as wellness, financial stability, and employment, regardless of age or ability. We also provide referrals to a strong network of partner organizations across the state.

Governance

The PHA is a quasi-governmental agency governed by a Board of Commissioners appointed by the Mayor of Providence and the Providence City Council. The agency is led by an Executive Director who reports to the Board.
