RSD enhances the quality of life for PHA residents by coordinating programs that promote employment, financial stability, health, wellness, and housing preservation. The department operates through three primary pillars: Workforce Development, Wellness, and Service Coordination . Each is led by specialized staff who collaborate to provide wrap-around support and community-based initiatives.

Workforce Development

Our Workforce Development programs help residents achieve financial independence through education, employment, and skills training.

Employment Services for Adults and Youth

Our Employment Case Managers provide one-on-one career counseling to help you start or advance your career.
Residents can also access:
  • Job search and job placement assistance through the Workforce Development Coordinator
  • Essential Skills Workshops are held several times a year to build work readiness Skills such as resume and cover letter writing, interviewing techniques, workplace etiquette, and job retention strategies.

Jobs Plus Program (JPP)

The Jobs Plus Program is a four-year initiative funded by the U.S. Department of Housing and Urban Development (HUD) designed to support residents through job readiness, workforce development, and employment placement. Launched in February 2025, the program connects residents with Employment Case Managers to identify goals, address barriers, and create individualized career plans.

Participants who increase their earnings after enrolling will benefit from an earned income disregard, meaning their rent will not increase due to higher income during the program period. The Jobs Plus team is actively engaged in the community and available on-site at 289 Chad Brown Street.

Family Self-Sufficiency (FSS)

The PHA offers residents in Public Housing and participants in the federally funded Housing Choice Voucher Program (Section 8) the opportunity to save part of their rent increase when they earn more income through the FSS Program.
How does the FSS Program work?
FSS is a voluntary five-year program. In the program, you will:
  • Set your own long-term goals: In the FSS Program, you’ll create personalized long-term goals and work with FSS Coordinator to achieve them. Such as going back to school, saving for the future, buying your first home, launching a small business, paying off debt, or building a financial safety net.
  • Work one-on-one with a Financial Coach: You’ll meet regularly with your PHA Financial Coach, who will help you develop a customized action plan focused on improving your income, credit, debt, savings, and long-term financial well-being.
  • Build savings with the FSS Savings Account: When your household’s earned income increases (from a raise, new job, or more hours worked), part of your rent increase will be deposited into your FSS Savings Account. These funds grow as your income grows, and you can use your savings to achieve your goals during or at the end of the program.

Financial Literacy Services

Our Financial Literacy programs empower residents to manage money, build assets, and plan.
Services Include:
One-on-One Financial Counseling: After completing a Combined Financial Assessment, our Financial Coach works individually with you to create a personalized action plan to improve credit, reduce debt, and build assets. You will receive tailored guidance on budgeting, debt consolidation, bankruptcy, and everyday banking practices.
Financial Literacy Workshops: Learn essential money management skills, including saving, investing, and debt management, to build financial confidence.
Budgeting Assistance: Get personalized support to create and maintain a realistic budget that fits your goals and lifestyle.
HUD Housing Counseling (Homeownership Preparation): As a certified HUD Housing Counseling Agency, the PHA offers homeownership counseling services.
The PHA also manages the Section 8 Homeownership Program which allows qualifying Section 8 residents to use their voucher as a form of mortgage payment assistance.

Wellness

At PHA we promote the overall health and safety of our community. We provide access to health services, mental and behavioral health support, and substance use resources. In addition, we offer advocacy and assistance for victims of crime, ensuring residents receive the care, guidance, and protection they need to thrive.

Violence Against Women Act (VAWA)

The Violence Against Women Act (VAWA) is a landmark law that enhances criminal justice and community responses to domestic violence, dating violence, sexual assault, stalking, and human trafficking. Since its enactment in 2013, the Providence Housing Authority (PHA) has been committed to ensuring that its programs and services effectively support individual protected under this Act.

Following the release of the Federal Final Rule in December 2016, the U.S. Department of Housing and Urban Development (HUD) issued policy guidance that, together with the Rule, continues to inform and shape PHA’s policies and procedures. Persons covered under the Violence Against Women Act have special protections and rights available to them.
