This opportunity is covered under Section 3 of the HUD Act of 1968. The Providence Housing Authority follows the HUD Section 3 policy to ensure employment and other economic opportunities are, to the greatest extent feasible, made available to low-income people, especially those residing in public housing. If you live in a PHA public housing apartment or an apartment with a PHA rental vouchers, or if you are low-income and live in metropolitan area you are qualified to self-certify as a Section 3 Worker. Benefits Employees Love

The PHA provides a generous sick leave policy. The number of sick days varies by union and by full-time vs. part-time status. Unused time is paid out at the end of each year.
Fulltime employees are entitled to 3-5 days of bereavement leave, dependent upon employment status/union affiliation, for the death of an immediate family members and 1 day of leave for other family members.
Fulltime employees receive two personal days per calendar year.
Fulltime employees will earn up to 3 weeks of vacation leave per year when hired. The number of weeks of leave increases up to a maximum of 5 weeks per year based on years of service and union affiliation.
Employees who are members of a collective bargaining agreement are enrolled in their union’s pension plan where the PHA makes contributions on your behalf.
Dental insurance, administered by Delta Dental of Rhode Island, is offered to full-time employees of the Housing Authority. Providence Housing Authority offers employees the choice between two plans: the Base Plan and the Buy-Up Plan. The base dental plan is provided to full-time employees and their families at no cost. Employees can “buy-up” to a higher level of coverage for a minimal cost. Coverage begins on the first of the following month after hire.
Health insurance, offered by Blue Cross Blue Shield of Rhode Island, begins on the employee’s date of hire or on the date of a qualifying event. The following health insurance plan options are offered to full-time employees of the Housing Authority:
- Individual Plan
- Employee + Dependent Plan
- Employee + Spouse Plan
- Family Plan
Employees share in the cost of the premiums, however, the contribution is adjusted based on the employee’s annual salary.
Full-time employees of the Providence Housing Authority are eligible to purchase a voluntary vision plan through Delta Dental of Rhode Island. The cost is paid entirely by the employee. The plan provides for vision hardware coverage in addition to an annual vision exam.
A Flexible Spending Account (FSA) allows you to save on eligible healthcare care expenses by using pre-tax dollars.
- Healthcare FSA’s: You can elect up to $1,500 in this plan year to be used to pay for items such as doctor’s visit copays, prescription copays, dental expenses, prescription glasses/contacts, and some over the counter items.
- Your entire annual healthcare election is made available to you on a pre-loaded debit card on the first day of your eligibility and you pay it back through pre-tax payroll deductions over the course of the plan year.
Full-time employees of the Providence Housing Authority participate in a Group Life Insurance Plan offered by Mutual of Omaha; this entitles you to a life insurance benefit equal to 2X your annual base salary to a max of $300,000.
Full time employees of the Housing Authority are also provided with a $5,000 life insurance policy from Housing Authority Insurance at no cost to the employee.
Mutual of Omaha offers employees and members of their immediate family assistance with mental health services, legal services, financial services, substance abuse services as well as child/elder care resources/referrals.
Full-time employees are entitled to 14 full-day holidays as well as two half-day holidays each year.
Permanent full-time employees can participate in the Defined Contribution Plans deferring a percentage of compensation up to IRS permissible limits each year. The PHA matches 100% of contributions up to a maximum of 5% of compensation.
